Goldstein writes: that cap-and-trade “has failed to lower greenhouse gas emissions in Europe.”
There has been much ado and much to learn about cap-and-trade in Europe. The scheme is workable, so long as you remove the loopholes. As to failing to lower greenhouse gas emissions in Europe, this is not true. I don’t know if cap-and-trade or robust national policies are responsible but most European countries are actually on track to meet their Kyoto commitments: Denmark, Germany, Norway, France, the United Kingdom and the EU-15 - http://unfccc.int/resource/docs/2009/sbi/eng/12.pdf
Ontario’s Green Energy Act is modeled after Germany’s success with feed-in tariffs, which guarantee pricing for the investor, and attracts manufacturing jobs.
