The Conservative Senate is stalling debate on Bill C-311. The Conservatives don't want the bill to pass but don't want to appear that they don't support action on climate change. Their tactic is to delay the process as much as possible.
The Liberals have raised this issue with the Conservatives twice during the Senate's Question Period:

Dear Senators LeBreton and Neufeld,
I’m writing to inquire why Senator Neufeld, or any other Conservative Senator, has not yet debated Bill C-311, the Climate Change Accountability Act. My understanding is that as critic of the bill he was to resume debate on it when the Senate returned from recess weeks ago. The bill is listed in the Orders of the Day. Why has Senator Neufeld not yet addressed it, considering it was moved to second reading months ago?
Bills passed by the elected House of Commons must be dealt with expeditiously in the Senate.
I understand that the bill must undergo due process, including debate and committee review prior to its vote. I am watching progress of Bill C-311 carefully. I ask you to please proceed immediately with debate on this bill.
