Bush Administration refuses to deal with climate change

In a last minute decision by the EPA apparently intended to slow the ability of the incoming Obama administration to deal effectively with the growing threat of climate change, the EPA has issued a memo stating it sees no reason to regulate the release of CO2 into the atmosphere by power plants or other sources.  It doesn't appear this memo will be binding on the incoming administration, however, and President-elect Obama has made clear he recognizes dealing with climate change is an urgent necessity.
