The Ogden Standard Examiner editorializes the economy was the big issue in 2008 and will be again in 2009.  While they recognize the need for budget cuts at the state level, they appeal to the legislature not to cut programs intended to help those in need during these difficult times.  They also want to see a recovery package directed at those struggling with their mortgage payments and not "CEOs wanting a vacation home."
