From 1994 through 2007, this material was copyrighted by me, and was initially accessible under specified permissions, then publicly accessible under copyright, and then publicly accessible under a "Share-Alike, Attribution, Non-Commercial Creative Commons license. From early 2008, this material was placed into the public domain, with me continuing to author, refine, and maintain the content.
I will gradually be reorganizing this content into "Background" content and "Current GEM Approach" content.
